Rationale

The Association of Development Communication Educators and Practitioners (ADCEP) of the Philippines, bravely steps into a broader horizon, not confining itself to what its arms can reach but to what it sees in borderless societies. Envisioning constructs and identities in a post-development arena where there is emergence of fluidity in governance, gender, new media, peace, politics, science, and technologies, the need for theorizing development communication anew becomes a responsibility. In the field, we see and put value to development communication’s role in agriculture and food security, governance and peace, and diverse environmental discourses. Change agents as we are, this cry becomes the ADCEP advocacy as it holds 2018 First International Conference and Eighth Annual Scientific Meeting.

We are proud to have the following keynote speakers at the conference:

  • DR. GUY BESSETTE (Consultant, International Development, Quebec, Canada): He is a senior program specialist for Canada’s International Development Research Centre in the area of environment and natural resource management. He is considered an international expert in development communication and participatory development. He authored the books “Involving the Community: A Guide to Participatory Development Communication” and “People, Land and Water: Participatory Development Communication for Natural Resource Management,” the foreword of which was written by Filipina DevCom pioneer Nora C. Quebral. Dr. Bessette holds a doctoral degree in educational technology and has authored two other books on development communication. He was a visiting professor at the University of the Philippines Los Baños in 2016.

  • DR. SRINIVAS MELKOTE (Professor, School of Media and Telecommunication, Bowling Green State University, USA): He has been an educator of media studies, development communication, journalism, and mass communication for more than three decades now. He co-authored with Dr. Leslie Steeves the book “Communication for Development: Theory and Practice for Empowerment and Social Justice” (three editions). The book is widely used in universities around the world that have degree programs and courses in development communication, which is also known outside the Philippines as communication for development (C4D) and communication for social change (CFSC). Dr. Melkote’s research work and publications have delved into various issues and concerns related to the role of communication in social change, participatory communication for development, health communication (e.g., communication strategies for HIV/AIDS prevention), mass communication theory, quantitative research methods, media effects, and communication pedagogy.

  • MR. RAFIQUL ISLAM KHOKAN (Founder & Executive Director, Rupantar, Bangladesh): He is the co-founder and executive director of Rupantar, a non-government organization for development in Bangladesh which was established in 1995. He is an independent civic and social organization professional skilled and knowledgeable in managing nonprofit organizations, policy analysis, program evaluation, editing, and volunteer management. He is known as an expert in positive narrative development for violent extremism prevention and social cohesion and use of folk performance in social mobilization in Asian countries. Through his leadership and guidance, Rupantar has trained tens of thousands of elected and non-elected leaders in service delivery and good governance, and implemented development projects on democracy and political empowerment, peace and tolerance, disaster management and climate change adaptation, children and youth rights, popular media and folk theatre, and organizational management.

  • DR. ATAHARUL CHOWDHURY (Assistant Professor, Department of Capacity Development and Extension, School of Environmental Design and Rural Development, University of Guelph, Canada): He is an assistant professor at the University of Guelph. He is a social scientist with expertise and strong background in agricultural science, communication studies, and international development. He has more than a decade of work experience with different types of development-oriented organizations in the Caribbean, Canada, Austria, and Bangladesh. He also taught various courses in communication studies, capacity development, agricultural extension, and international development at the McMaster University, Humber College, and the University of the West Indies in St. Augustine. His interdisciplinary scholarly work has focused on different thematic areas such as information and communication technology and new media, capacity development for women and youth, participatory action research, video for development, agri-food systems, and rural and regional development.
